Introduction
The progress in microelectronics and PC engineering, in satellite navigation, space and earth wireless communication has formed complex and rather definite application domain of transport monitoring information technologies.
The vehicular traffic of emergency, utilities, operative and security services has became one of most actively developing application domains of dispatcher information technology. In order to provide effective work of these services' units, it is necessary to implement and use actively the automatic vehicle (mobile assets) location system in the framework of CTNet technology, which is based on space navigation and advanced technologies of data communication.
The municipal and power economy of cities and towns always were the source of permanent headache of municipal authorities. The work of dispatchers, emergency crews, the use of transport by drivers, the efficiency of services all-in-all - the main topics of meetings on different levels. Probably any director, who controls the car park, wishes to improve the situation of his organization at the market of services, to increase the effectiveness of control and discipline, to reduce establishment charges. Encashment (2), transportation of valuable and dangerous cargoes (3), trash outflow (1), municipal transport (2), police and motor licensing and inspection department (4), fire department and ambulance - this is far from the full list of services, which require responsiveness, accuracy and coordination of actions. One of solutions is offered today for supply and effective control of mobile assets is automatic vehicle (mobile assets) location system CTNet, which use the finished low-cost and commercially available units, and also software.
- For today we have promising results during organization of tracking and effective control of mobile assets via integration of GSM900/1800 cellular radio network and global satellite system ORBCOMM. In addition, fire alarm and burglar alarm systems, environmental sensors, cash machines etc. may be connected to these communication systems. Substantially, the implementation of CTNet technology gives the unique instrument, which allows to control efficiently practically any park of special mobile assets and even municipal transport under any circumstances and in any point of the globe from the PC display in centralized way, having an objective information at "commander's" electronic maps.

- The possibility of transport facility control in any place all over the world due to application of ORBCOMM satellite communication system;
- The automatic channel selection for optimization of network traffic use and provision of continuos tracking of transport facility (ORBCOMM network/GSM Network);

- Using Gyro sensor along with odometer, it corrects positioning reports received form GPS satellites with vector value. This even works under poor GPS signal conditions such as in tunnel, urban canyon and mountain valley..
The main functions of CTNet system:
- Convoy of mobile assets;
- Security – the immediate reaction when emergency and critical situations occur;
- Communication - information exchange within the operation zones of data communication networks;
- On-board Navigation – the instructions and recommendations on traffic routes to the definite places, alternative traffic routes with current traffic considered.
At the dispatcher center the information was received from on-board equipment on the coordinates, speed and traffic direction is converted into "picture" at digital map of the city (area, region), and also dynamically changing text messages with the indication of necessary reference information. The duty service receives objective information from on-board sensors on the current status of the vehicle (switching on the ignition, opening the doors, hatches, impact, overturn, switching on the blinker unit or hooter, etc.). Telesignalization from vehicle is made via radio network without driver's intervention. This allows task forces to concentrate on their direct duties, dispatcher to make decisions in the base of objective information, but not on the base of vehicle words, which is especially important in critical situations. There is a possibility of sending by driver standard or special coded messages like "on the route, waiting for the instructions", "there is an accident, victims are present ", "an attack", "an emergency stop", etc.
- Together with all these messages, independently of crew's desire, dispatcher receives coordinates of the vehicle with required accuracy. Dispatcher can also send instructions, which are confirmed by driver after the their receipt and reading. There is a number of commercially available systems that allows driver to send any facsimile message in fact to any part of the world, free text from on-board computer and receive documents at printer or fax right in the vehicle.
